Haha...no I don't have one of these.
It's hard to know what purpose it was produced for. There are so many specialised Timers out there for many different brands done in collaboration with Heuer.
This one is pretty cool though.
One of my favourites is the U.S Government
Heuer stopwatch.

How did you get the brushed finish back? (I'm not knowledgable about metal finishes). I'm considering buying an old metal strap for one of my watches, but every one I find has a badly scratched buckle and I don't know the best way to try to bring back that 'brushed steel' look once I've polished out the scratches.

I used scotchbrite, basically a scouring pad. I have a few I bought on eBay that, like sandpaper, have different grades. https://www.ebay.co.uk/itm/124290604449
In this case, I only needed to use a medium and fine (red and grey) to get the finish I wanted. You can also get abrasion/temperature resistant tape (usually marketed as kapton) to mask areas, like polished parts, allowing you to get a uniform finish around them.
