Yes, you're right about that. Rules are clear:
"1.2. Only watches commercialised after March 2014 and at the latest by November 30, 2015 – are eligible to take part."
That fits in with the date that I was given by HQ of "end of November". Perhaps the date that you have is an Australian on-sale date?

And it's pretty clear that the one at the bottom is a "Phantom" version of the watch- note the titanium carbide coated horns compared to the standard titanium finish in the top photo.
Also note the lack of the screw on the side of the horn

The TAG Heuer manufactured haute horlogerie timepiece with a COSC chronograph tourbillon
Born in 1963 from the imagination of Jack Heuer, the Carrera collection was inspired by the legendary «Carrera Panamericana Mexico Road Race».
In 2015, Tag Heuer presents a haute horlogerie timepiece with a new manufacture movement – the Tag Heuer Carrera Heuer 02 T Chronograph Tourbillon COSC.
As per its name, it is the second manufactured movement embodying the new strategic direction of tag heuer. This timepiece is the most affordable swiss manufactured cosc movement ever created available for less than 19’900 chf.
The Carrera Calibre Heuer 02 T Chronograph Tourbillon COSC presents a supremely clean design revealing all the technical details of this movement in which the tourbillon cage is in carbon. On the dial side, the openworked date-disc is visible. On the caseback, its red column wheel, the skeleton chronograph bridge and the back weight also draw the eye into the mechanism. The modular case built with more than 12 different components opens the creative scope of this brand new COSC tourbillon chronograph designed in a full black.

Just six months after the release of the TAG Heuer Carrera Heuer-01- the backbone of a new collection of elegant and contemporary manufacture chronographs- comes the TAG Heuer Carrera Heuer-02T, a COSC-certified automatic chronograph combined with a titanium and carbon flying tourbillon.
A symbol of the accessible luxury so dear to TAG Heuer, this model forms part of a new concept now being created: affordable Haute Horlogerie. This watch symbolises technology, exemplary quality, performance, manufacture expertise, and the perfect mastery of industrial processes and manufacturing costs which have made it the only COSC automatic chronograph with Tourbillon produced by the Swiss watch industry for under 15,000 CHF. The Black Phantom version priced at 19,900 CHF, is part of a limited edition of 250 numbered pieces.
It was developed directly from the DNA of the CH-80 chronograph, used as a basis to interpret two of traditional watchmaking's most famous complications: the chronograph (one of TAG Heuer's key strengths), and the aesthetically pleasing tourbillon.
At 4 Hz, and 28,800 vibrations/hour, the main technical challenge was to house a single barrel, the chronograph functions, the automatic winding mechanism and the flying tourbillon within a diameter of 32 mm, whilst ensuring the counters were well spaced to create a modern, balanced look.
An industrial framework was developed to optimise assembly in TAG Heuer's Chevenez workshops.It houses a lightweight tourbillon hand-crafted by 4 watchmakers, inspired by the Monaco V4's tourbillon, which has central sections made from titanium and a carbon top section. This tourbillon offers a power reserve in excess of 65 hours.
All the fitting, assembly and adjustment work is performed by hand. The main components are manufactured in the workshops of the TAG Heuer Manufacture. At the heart of the tourbillon, the balance spring is produced by the brand's Swiss partner, Atokalpa.
