·Try looking for pig skin straps if you want something resembling the original. Atelier Romane has something quite close.

·Bulang & Sons do off-the-rack straps with no edge stitching. Or do you mean no corner stitching? Can't remember the Siffert strap off the top of my head.
Either way, any custom shop will do it for you - Heuerville, Wristwatch.me, Veblenist are three of my go-tos.

They did but as I understand it that period has lapsed. However, it'd be stupid to simply issue it again. If there's another Skipper, it'll be something a bit different I expect.
