I think what it's saying is the Sultan of Oman wore such a watch (the original Heuer) back in the 60's, but yes the re-edition being sold looks like a typical TAG Heuer CS3140.
Yeah I think this is one that has a khanjar on the back? Think I have read about it before but otherwise its just a CS3140 with some engraving done.

This is what the case back looks like on the one I'm looking at. Apparently the Sultan had these commissioned and he gifted them to people. Seems like quite a rare piece. Thanks for the investigation Michael.

It's not unique as in a 1 of 1, since the two links I provided are for two different watches. One apparently from 2000 the other from 2001. They have different wear on them as well, indicating they're not the same watch. Hard to know the exact number made. I'd guess a fairly low number, perhaps no more than 10 or 20 maybe.
I doubt it's a 1 of 1 as Michael said. I can't find any info on how many produced in total. The pics here are the example I'm looking at. Definitely different to Michael's find.

Came across this piece on FB. I know about the Gold Monaco CW5140, and remember this to be an exclusive or heavily aimed at the Italian market (remember reading it in calibre11). But now it seems that this was also a Russia LE of 50 pieces. That just ups the ante doesn't it!!!
I think this is another one of those.... I tried this watch on in a TAG Heuer boutique in 2019 and I can't believe I wouldn't have noticed that.
