Help needed, do i own franken heuer?

Hi,

i bought this Heuer year back from auction and yesterday i manage to got that in service. And service specialist have few consorns, first hands are painted, there is no any ref in incase or case back.

Dial looks bit french made 1611 but case does not.

Movement is Valjoux 7765

Any idea what this is?
