Hi, I am certainly no expert when it comes to these stopwatches, but it seems to be a 'Ref 21' as shown in Heuer's 1936 catalogue on page 24- Here is the link to the catalogue too- 1936 Catalog | OnTheDash Presumably yours has a Roskopf movement also, just with Heuer branded dial too.
