I was able to remove the band to confirm the 2446C as well as the serial number 1963XX.

If anyone has any information on when it was made or other information based off the serial number I would very much appreciate it. Thank you.

Serial number like that would be probably 1971 roughly. Can't get much further than that unfortunately as Heuer made cases in non-sequential batches. I'd say it lines right up with the watch being a Mk.IV execution though

Thank you everyone for all the replies and information. I think I have learned just about all I can about my fathers watch. It is an Autavia GMT reference 2446C Mk. IV, with a Valjoux 724 movement. Produced somewhere in the 1970-72’ range, original bracelet and configuration. Probably sold to my father around 73’ or 74’. It’s ties to the racing world are strong and that would be right in line with my father. Thank you again for all the information.
