Question about monaco 1133 dial / bracelet

I am looking for a blue Monaco 1133 and sometimes see such a dial, with 2 lumeplots at 2 o'clock.
Like this one. Is it a service dial or regular ??


Can somebody tell me when Heuer changed from the NSA steel bracelet to the next generation bracelet ?
